The City Manager is one of two charter officers appointed by the City Council. The City Manager’s responsibilities are the day-to-day administration of all departments and divisions of the City of Bushnell and include: planning, budgeting and operations of these departments and divisions. The City Manager is ultimately responsible for the enforcement of all municipal codes and negotiates all contracts to insure the most favorable outcome for the city. The City Manager reports directly to the City Council.

Mr. Vince Ruano is currently the City Manager for the City of Bushnell and has held this position since 1981. Mr. Ruano serves as the Chairman of the Board to FMPA, a joint power agency, developed for the purpose of providing a wholesale power to municipal members. He also serves on the board of directors of FMEA, an association of municipal electric systems in the state of Florida, and he serves for the Sumter County Economical Development Council.
