PART III. SEWER SYSTEM

DIVISION 1. IN GENERAL

Sec. 27-185. Initial Sewer Service Availability.

Sewer service will be provided to those parcels of property having existing structures or receiving site plan approval upon commencement of commercial operation being defined as June 19, 2003, and the following 180 days thereafter, where the City engineer has provided for service connections in the original design of the sewer system.

 

Where a developed parcel or proposed development with approved site plan is desiring to connect to the City wastewater system, but no connection is provided for in the engineering drawings, the owner may connect at his or her own expense in reaching or connecting to the wastewater system during the same 180 day period.

 

Service under this section will be made available without regard to the standard payment for connection or capacity reservation fees providing capacity is deemed available by the City. The concurrency requirements of the City of Bushnell Comprehensive Plan will be utilized to determine a waiver of capacity reservation charge on a per development basis. Customer will be responsible for plumbing cost associated with septic system abandonment and connection to the service at the property line, plus any applicable City deposit for sewer services.

 


Sec. 27-190. Request for Sewer Service Only.

If a commercial business establishment, multiple-family dwelling, apartment house, motel, hotel, trailer court or other unit, which is not being serviced by City metered water, requests only sewer service, such account must receive approval from the City Council prior to receiving such service. Customer shall be charged for sewer usage for such gallonage, which is estimated by the City to be disposed of through the sanitary sewers of the City by the account holder. An approved method of measuring sewer gallonage must be established and maintained at the expense of the account holder.

PART II. ELECTRIC SERVICE

DIVISION 1. IN GENERAL

Sec. 27-26. New Service Installation.

(a) A charge of two hundred fifty dollars ($250.00) will be made for initial service at a new service location where a temporary service is initially provided for construction or other purpose. An additional service charge of thirty dollars ($30.00) will be made at such time that the service is changed from temporary to permanent. (See Sec. 27-2 (b)).

In addition, to the extent that the City is required to extend its facilities to provide for new service installation, the customer shall be required to pay all construction costs associated with extending electric distribution facilities beyond a one-pole span or equivalent underground distance.

The City Council reserves the right to waive any connection or service fee for new installations when it is deemed to be in the best interest of the health, safety, and welfare of the public.


(b) A separate electric meter shall be required to be installed for each residential or commercial unit, whether that unit will be a dwelling house, mobile home apartment or any unit of a multiunit building. This requirement shall not apply to overnight rentals located in registered mobile home parks.

 

Sec. 27-33. Miscellaneous Service.

(a) Service upgrade. In the event that a customer requests a service upgrade such as an increase in voltage or a change in configuration of service, the customer shall remit to the City the actual costs incurred with respect thereto. Such costs as determined by the City shall include, but not be limited to, the cost of materials used, labor, equipment, and an allowable for overhead.

(b) Underground service. Based on the discretion of the City regarding the availability of such services, the customer shall pay actual installation cost of such underground services. Such costs, as determined by the City and to be paid by the customer, shall include, but not be limited to, the actual cost of materials used, labor, equipment, and an allowance for overhead. For new services, these costs shall represent the net difference of installing such services underground as opposed to providing such services overhead. The Bushnell City Council reserves the right to waive the connection or service fees when it is deemed in the best interest of the health, welfare, and safety of the public.

The Elected City Clerk, Joy Coleman, also serves as the Finance Director for the City of Bushnell. The Finance Department provides financial management, leadership, oversight, reporting, and additional financial services for the City's organization. Individuals who directly report to the City Clerk are the Director of Human Resources and the Finance Specialist. The department collects and records revenues and expenditures; coordinates and monitors the City's operating and capital budgets; monitors the activity of the cash, investments, retirement plans, and other restricted accounts; as well as records and monitors all fixed assets. The accounting of the City of Bushnell undergoes an annual financial audit conducted by a third party accounting firm to ensure appropriate and proper financial internal controls and procedures.

The Governmental Finance Officer's Association (GFOA) has awarded the City the 2010 national award which recognizes excellence in financial reporting to state and local governments who have met their application criteria. ANNEXATION INFORMATION

Becoming a part of the Municipal City Limits

Thank you for considering the City of Bushnell. Annexation into the city limits will allow you to take advantage of city services. Bushnell offers water, electric, refuse and sewer services to select areas of the city, competitive rates and quality customer service.

Here are some facts you should know if you are thinking about annexation:

1. Water Service and Electric Service are available to most locations - check City Hall for current connection fees and deposits. Wastewater Service is also available to select areas. Contact the administration office for detailed service information.

2. Sanitation Service - The City provides garbage pickup 2 days a week for both residential and commercial customers, with 1 day a week for residential yard trash. Commercial service can be modified to suit your business's personal needs. Once a year, the City has Bushnell Clean Up Month, which allows all city residents to do spring-cleaning and dispose of anything, except hazardous materials and tires, with NO charge.

3. Each resident or property owner of Bushnell is governed by the Code of Ordinances, and subject to all laws contained therein as adopted by City Council. A copy of the Bushnell Code of Ordinances is available for public inspection upon request.

4. Each resident or property owner of Bushnell is entitled to have a right to vote in the City's Municipal Elections.

5. A public utility tax is levied upon any service provided to city residents, such as, electric, water, telephone, L.P. gas and fuel oil. This tax will be charged on the bill provided by each individual company you may have business with.

6. A franchise fee is levied upon city residents by electric, telephone, and cable companies that provide that particular service to a city resident. This tax will be charged on the bill provided by each individual company you may have business with.

7. City police response time is an average of 4 minutes or less if you are a city resident. If you have an emergency, dial 911.

8. Your real property will be assessed an ad valorem tax on city property.

9. Your Building, Planning, & Zoning needs will be met by City requirements, and subject to municipal Land Development Regulations.

10. The City of Bushnell will pay all legal and administrative expenses required for annexation on real property less than ten (10) acres in size. Any expenses incurred due to a request for contraction will be borne by the property owner.

The Human Resources Department is responsible for hiring the most qualified, highly trained individuals for positions on the staff. The Human Resources Director for the City of Bushnell is Kelly Marcoux, who has held this current position since 2003 and has been an employee of the City of Bushnell since 1996. Ms. Marcoux is also responsible for Risk Management within the City of Bushnell. Risk Management is responsible for identifying and reducing the City’s exposure to financial loss by ensuring that the City is in compliance with the Federal and State Occupational and Health Administration (OSHA) standards, the Environmental Protection Agency and the Department of Environmental Regulation codes as they relate to safety in the workplace, and the overall operations of the City. In addition, this division is responsible for reviewing and maintaining adequate insurance coverage against accidental or unforeseen circumstances; processing insurance claims and assisting our insurance carriers in investigating these claims.

The Bushnell Police Department serves the community on a 24 hour basis 365 days a year by performing such duties as: regular patrol, calls for assistance, working traffic, and investigating crimes, along with other police duties. The department works closely with the Sumter County Sheriff's Department.

 

Joyce Wells, a city employee since 1997 is currently the City of Bushnell Police Chief and has held this position since 2002. Chief Wells has been in law enforcement for over 25 years and is responsible for the planning, budget, maintenance, and administration of the Police Department.

The Utilities Department of the City of Bushnell Consists of Three Divisions: (Click on each division for more information)


The City of Bushnell Utilities Department provides electric, water and wastewater services to both residential and commercial customers. The department is responsible for the daily operations of, repair and maintenance of, and new construction of these three utilities.


The electrical distribution system is designed to provide retail power to customers within the Bushnell area. In addition to the electric services, the City owns and operates a fiber system providing limited broadband services to its own locations and to other government offices in the area.


The water distribution system consists of two water plants within the city limits of Bushnell, and one that is located in Sumterville. These three plants are operated to deliver quality water to the residents and commercial customers of Bushnell and to the commercial district of Sumterville.


Additionally, the City of Bushnell owns and operates two wastewater treatment plants. Sewer services are available to many Bushnell residents and commercial customers. The City also provides sewer services to Sumterville though a series of lift stations and individual pump stations. Similar services have been made available to the City of Webster through a wholesale agreement that allows Webster’s wastewater to flow to The City of Bushnell David Hanson Wastewater Treatment Facility.


The Utilities Department is under the direction of the Utilities Director who oversees the planning, budgeting and operation of all of the divisions. Mr. Bruce Hickle serves as the Utilities Director and has held this position since 2003. His staff of eight is responsible for the operation, maintenance and construction of the various utilities.

The City of Bushnell offers professional and courteous Customer Service to our citizens. The City of Bushnell provides Electric, Water, Sewer, and Refuse services in and around the City. Applications for Utility Services can be obtained by contacting our Customer Services Department, and one of our courteous staff will be happy to assist you. Most connection requests for new services can be made the same day.


Deposits for services are based on several different factors; The City bases a maximum standard deposit on a two month estimated billing on the account, or if your credit check returns a favorable response, customers may only have to pay the minimum deposit required.


Standard Minimum Deposits are as follows: $150.00 for Electric Service; $37.50 for Water Service; $37.50 for Sewer Service; $50.00 for Refuse Service.


Your residence may have any or all of the above services available at that location and deposits are only applied to available services. The City Manager, Vince Ruano, is the chief administrative officer of the City. The City Manager works directly for the five elected City Council Members and is responsible for implementing the policies developed by the City Council. Individuals who directly report to the City Manager are: Director of Utilities, Director of Public Works, Director of Information Systems and Customer Affairs, Director of Zoning and Code Enforcement, and the City of Bushnell Chief of Police. The primary areas of focus are the efficient delivery of day to day public services, and planning for the City's future.

City Administration provides support to the City Council and the citizens of the City of Bushnell. This department also provides direct support to the various departments and divisions of the City such as Police, Public Works, and Utilities, as well as its employees.
